Have her check vintage shops online for dresses. I actually found my dress in an antique shop (it was $300) -

I think of the screen siren when I think of the 40's -- red lips, finger waves or pin curls in the hair, the mermaid gown -- think Rita Hayworth. Those mermaid gowns are really popular right now, I linked in the Wedding Channel's collection of them. For the groom I would do a really classic tux w/ bow tie.

For decor I would use old Hollywood as an inspiration and use black and white with touches of silver and kind of try to capture the feel of a black and white movie. I think black tablecloths make anything look very formal and glamorous, I would put white flowers in clear vases, use white dishes, and use fancy looking stemware if possible. You could even serve just a few old fashioned cocktails in addition to beer and wine and save some money on the bar that way.

Good luck! It sounds like a fun theme!
